Yesterday, the United States made a decision to launch a strategic dialogue with Serbia, with the first session scheduled for Friday. This marks the first time Belgrade and Washington are establishing such relations.
Analysts point out that this step symbolises a shift in the US approach – moving away from occasional visits by officials to focus on regular cooperation, energy, and concrete investments. They also emphasise that the talks will not bypass regional issues, such as the status of Kosovo and Metohija and the situation in Bosnia and Herzegovina.
Launch of the US-Serbia strategic dialogue
Neven Cvetićanin, President of the Forum for Strategic Studies and Senior Research Associate at the Institute of Social Sciences, told Blic that starting the strategic dialogue brings a shift in how issues between Belgrade and Washington are resolved, moving towards an efficient and technocratic approach.
“This is more about establishing a regular communication mechanism. It is much better than having occasional visits from officials, and it implies that we will have working groups focusing on areas of interest for both countries. It remains to be seen what its institutional design will look like – whether we will have group coordinators or an eventual secretariat,” Cvetićanin points out.
Energy as the Central Theme
According to Cvetićanin, the first session scheduled for Friday will serve two functions:
- Protocolary
- Working, aimed at establishing working groups and appointing coordinators.
“And based on how everything goes, we will be able to see the reach of this strategic dialogue,” Cvetićanin notes. He stresses that energy will be the central theme of the strategic dialogue between Belgrade and Washington.
“Specifically, discussions within this topic will cover the diversification of gas supply, investments in gas, renewable energy sources including civil nuclear energy, and everything related to sanctions on NIS (Petroleum Industry of Serbia),” Cvetićanin points out.
All of the above aligns with the State Department’s document regarding the US strategy for the Western Balkans, which shifts the approach to the region, he adds.
“In that document, the emphasis is placed on economic and energy investments, showcasing an evident pragmatic and strategic principle. Of course, the strategic dialogue will also include regional issues, such as the status of Kosovo and Metohija and the processes in Bosnia and Herzegovina,” Cvetićanin indicates.
First time in history
Marko Đurić, the Minister of Foreign Affairs of Serbia, shared more details about the dialogue yesterday, revealing that “for the first time in history, Serbia and the United States are elevating their relations to the level of a strategic partnership.”
“This means that the United States and the administration of President Donald Trump are sending a strong message, not only to Serbia, our administration, and our people, but also a powerful message to American institutions, where Serbia is now perceived as a partner and a friendly country,” Đurić stated.
He also assessed that “Serbia’s economy, its citizens, international standing, and reputation will be further strengthened by this.”
Hungary made a quantum leap
Đurić added that the strategic dialogue is important for “supporting our domestic stability, moving away from past policies that involved interference in internal political affairs.”
“But it also means a great deal for the economy. It is a signal to investors. You know, a country like Hungary made a quantum leap in its economy when it obtained strategic partner status, leading numerous American financial institutions, technology companies, and others to start using Budapest as a base for their European operations,” Đurić said.
Four key themes on the table
The United States currently has a strategic dialogue with around 60 countries, while Serbia has one with nine, including China, Russia, and the European Union.
As announced by Serbian President Aleksandar Vučić, the strategic dialogue between the US and Serbia will focus on four areas:
- Energy and infrastructure
- Artificial intelligence (AI) and advanced computing technologies
- Defence cooperation and investment opportunities
- Projects related to liquefied natural gas (LNG) and data centres
Speaking on this topic, career diplomat Zoran Milivojević previously assessed that the economy would be in the foreground, aligning the interests of both the American and Serbian sides.
“When it comes to the US side, we primarily have in mind the strategy of the new administration of President Trump, who typically focuses on the economy. And when it comes to Serbia, this is already the number one political issue. We have concluded an energy agreement that provides room to discuss this in concrete terms,” Milivojević told Blic TV.
