Transparency Serbia says that the money from the sale of Komercijalna Banka should not be spent on the Serbia 2025 investment plan, as announced by the Ministry of Finance, because the relevant documents covering this plan do not exist.
The organization claims to have asked the Serbian Government and the Ministry of Finance for copies of the plan, information on the process of elaboration and adoption, after the press conference of 28 December 2019 of the Serbian President and the Prime Minister, Aleksandar Vucic and Ana Brnabic respectively, at which the infrastructure investment programme called Serbia 2025 was announced.

It is clear from the reply of the government’s General Secretariat that the Government of Serbia has not adopted any specific act concerning the plan, programme or strategy called Serbia 2025. The reply also states that, during a press conference, the President and the Prime Minister “presented a vision of Serbia’s development”.
TS had previously pointed out that Serbia 2025 could be neither a programme nor an investment plan under the Law on the Planning System, since such documents are adopted to cover the period of three or seven years, nor can it be a government working programme because the mandate of the current government is coming to an end soon.
It should be noted that the Ministry of Finance and Construction has submitted a list of projects ‘in which it will participate’, for which funds have been provided, but no information on the process of drawing up the Serbia 2025 plan or copies of the documents have been presented.
“The Ministry of Finance has not responded to the request for access to information,” said the TS, recalling that that Ministry is responsible for the preparation of public spending plans, not only for the current fiscal year, but also for the three-year period, through the fiscal strategy.
TS recalled that neither the Law on State Budget of the Republic of Serbia nor the fiscal strategy, which refers to the period 2020-2022, mention the Serbia 2025 programme.
