Serbian parliament continues extraordinary session today

Members of the Serbian Parliament will today continue the unified general debate on 32 agenda items during the extraordinary session, which resumes at 10 a.m. Among the items under discussion are amendments to a package of judicial laws adopted by the Serbian Government and aligned with the recommendations of the Venice Commission.

The legislative package includes the Draft Law on Amendments to the Law on Judges, the Draft Law on Amendments and Supplements to the Law on the Public Prosecutor’s Office, the Draft Law on Amendments to the Law on the Organisation and Jurisdiction of State Authorities for Combating High-Tech Crime, the Draft Law on Amendments to the Law on the High Prosecutorial Council, and the Draft Law on Amendments to the Law on the Seats and Territorial Jurisdictions of Courts and Public Prosecutors’ Offices.

During the debate, Justice Minister Nenad Vujić stressed that the Venice Commission had issued a positive opinion on the proposed amendments to the judicial legislation. He stated that the objective of the new measures is to further improve the efficiency, transparency and organisation of the judiciary.

MPs from the governing coalition announced that they would support the proposed amendments, while opposition representatives criticised the changes, claiming that they effectively restore the situation that existed before the amendments adopted in January.

Parliament adopted amendments to these judicial laws in January. Following objections raised by Brussels, Speaker of Parliament Ana Brnabić requested an urgent opinion from the Venice Commission in February.

In its opinion published on 16 June, the Venice Commission welcomed the fact that Serbia had adopted seven of the nine key recommendations contained in its urgent opinion issued in April. The Commission noted that the Serbian authorities had acted swiftly following the urgent opinion in order to align the relevant legislative framework with its recommendations, demonstrating what it described as a genuinely cooperative approach and a willingness to work closely with the Venice Commission.

Also on the agenda of the session, which was convened at the request of 101 MPs, are proposed amendments to the Law on Human Cells and Tissues and the Law on Human Organ Transplantation, both submitted by the Serbian Government.

MPs are also debating amendments to the Law on the Establishment of a Guarantee Scheme and the Subsidisation of Part of Interest Payments as a Support Measure for Young People Purchasing Their First Residential Property, as well as amendments to the Law on Determining Public Interest and Special Procedures for the Implementation of the E-761 Motorway Infrastructure Corridor Project, specifically the Pojate–Preljina section, also submitted by the Government.

The agenda additionally includes several draft laws providing state guarantees for loan agreements, as well as the ratification of a number of international agreements.

The extraordinary session of the Serbian Parliament began on 17 June.
