Serbia borrows an additional €110m for the renovation of healthcare centres

The Serbian government has submitted a draft law to the National Assembly to ratify a €110m framework loan agreement between the Council of Europe Development Bank and the Republic of Serbia.

The loan is intended to finance the renovation of healthcare centres, based on an agreement signed in Paris on 23 June this year and in Belgrade on 29 June.

The loan will be disbursed in two tranches. The amount of each tranche will be determined in accordance with incurred or forecasted costs, with the first tranche not exceeding 50 per cent of the total loan amount. As specified, prior to each disbursement, Serbia (specifically the Ministry of Finance) will submit a drawdown request to the bank.

The submission of the request for the first tranche is scheduled within 12 months after the signing of the framework agreement, or 24 months after the bank’s administrative council approved the loan application. For each withdrawn tranche, the borrower has the option to choose a repayment period of up to 20 years, including a grace period of up to five years.

The total loan covers works planned from 2019 to 2028, and the closing date of the loan is 31 December 2028.

The total estimated value of the project has increased from €630m to €767.5m. The bank is providing €510m of this total, which includes funds from the initial agreement, the supplementary agreement, and the new loan, while the remaining funds will be secured from other financing sources of the Republic of Serbia. The first framework loan agreement for €200m was signed in 2019, and the second, for the same amount, was signed in 2023.

The Ministry for Public Investments has been designated as the project implementation body.
