Public sector: New job classification

As of January 2018, Serbia is going to have a new public sector job classification catalogue. Close to 2,000 various job positions in the public sector will be reduced to 870, and the same jobs will be assigned the same salaries.

Currently, for instance, delivery driver and general drivers are the names for the same job, but these two get different salaries.

As of 1st January, 2018, the job catalogue will also reduce the chances for misuse, like having different salaries for the same jobs. “This is a huge step made towards reforming public administration, because this new system will ensure transparency and organizational and financial manageability. By implementing this system, we can contribute to better quality of services towards citizens, “Branko Ružić, Minister of State Administration and Local Self-Government says for the Novosti and adds: “ I’m talking about better health, education, social, cultural and all other public services provided by the state”.

The purpose of having the job classification catalogue is to register and group all public sector jobs, and provide an objective and uniformed evaluation of all job positions.

“The registration and classification of jobs is also the basis for reforming the salary disbursement system in order to have a more just, transparent and manageable system. At the same time, the catalogue and its proper implementation in practice will reduce disproportion in jobs, i.e. it will eliminate the possibility of paying out different salaries for the same jobs”, the Ministry of State Administration explains.

Once the job classification catalogue comes into force, employers will be able to add a more detailed description and the list of duties to existing jobs via their internal acts.
