Procedure against Serbia Broadband (SBB) launched

The Commission for Protection of Competition confirms that it has initiated the procedure of inspection of violation of competition against Serbia Broadband – Srpske Kablovske Mreze (SBB) d.o.o. from on 27th March.

In the course of the procedure, the Commission will examine if the said company, as the dominant cable operator in Serbia, has set unjustifiably high prices, thereby taking undue advantage of its dominant position.

As explained, since the Commission conditionally approved the concentration of SBB and Ikom on 23rd March 2017, it also laid down the requirements that SBB had to fulfill in the next two years.

One of them is for the company to submit a report to the Commission within 15 days from the date on which the company’s retail prices of the basic media content service package have been. The report should contain the information on the changes in the retail prices of the basic package of the service of media content distribution, along with an explanation of the reason for the price change.

The Commission has also contacted SBB in writing, demanding clear and precise documentation stating the causes of the price increase.

Since SBB did not provide sufficient evidence of the cost validity monthly maintenance fee for cable distribution system and cable TV in the amount of RSD 1,395, the Commission has initiated the procedure in order to determine whether the price of the service in question is unjustifiably high, which could result in exploitation of the users of this service through SBB charging an unjust retail price.
