Novi Sad to get EUR 81-mln-waste treatment centre

A consortium led by the Greek company Mesogeos SA, together with four Serbian firms – NITES doo Novi Beograd, Energotehnika Južna Bačka doo Novi Sad, Instel Inženjering doo Novi Sad and Hidrozavod DTD ad Novi Sad – has won the tender for the design and construction of a Regional Waste Management Centre in Novi Sad, worth 81.4 million euros.

The tender, launched last year after a previous unsuccessful procedure the year before, in its first lot covers the design and construction of the Regional Waste Management Centre in Novi Sad. This includes a sanitary landfill with a capacity of approximately 1,209,000 cubic metres, a mechanical-biological waste treatment plant (MBT), a materials recovery facility (MRF), a biodrying plant, a refuse-derived fuel (RDF) production facility, a biogas plant, a wastewater treatment system, a landfill gas extraction system and other supporting facilities.

In addition to Novi Sad, the Regional Waste Management Centre will also serve the municipalities of Bačka Palanka, Bački Petrovac, Beočin, Žabalj, Srbobran, Temerin and Vrbas.

However, the contract for the second lot of the tender, which envisaged the construction of two transfer stations with accompanying facilities and equipment in the municipalities of Bačka Palanka and Vrbas, including recycling yards and dry waste separation lines, was not awarded because the contractor selection procedure was suspended after all bids were either withdrawn or deemed unacceptable. The tender was issued by the EU Delegation to Serbia, and the first procedure also failed as all bids were declared unacceptable or were withdrawn.

As previously announced, the Regional Centre project will be financed with 60 million euros by the European Union and 40 million euros by the Republic of Serbia, and it is expected to become operational this year. The regional waste management system envisages enabling all households and businesses to carry out primary waste separation by providing two bins or containers for “dry” and “wet” waste. Dry waste includes plastic, paper, cardboard and similar recyclable materials, while wet waste consists of biodegradable waste. In addition to these two categories, a separate glass collection will also be introduced.

Furthermore, all municipalities are required to build recycling yards, with Novi Sad obliged to construct three, where citizens will be able to dispose of all types of waste themselves in specially designated areas.

From the two transfer stations in Bačka Palanka and Vrbas, for which contractors have not yet been selected, waste collected from the surrounding areas will be transported to the regional landfill in Novi Sad.

The regional landfill itself is expected to include a secondary waste separation line, followed by a composting facility for green waste, and finally mechanical-biological treatment and biodrying. A recycling yard for construction waste is already under construction. The landfill is also expected to place on the market fuel for cement plants, recycled metal, glass, plastic and paper, as well as compost.
