Đorđe Miketić from the Most Ostaje initiative has pointed out that, based on publicly available information, most of the occupied buildings within the Belgrade Waterfront project have not been registered in the Real Estate Cadastre and lack occupancy permits.
Miketić claims that the majority of the occupied buildings in the Belgrade Waterfront development have neither been entered into the Real Estate Cadastre nor obtained occupancy permits. He cites the Belgrade Tower, located at 1 Nikolaj Kravtsov Street on cadastral landplot 1508/411, as an example of this issue.
“The Belgrade Tower is occupied, and a luxury St. Regis hotel, inaugurated personally by Serbia’s President Aleksandar Vučić, has recently started operating there. However, this building does not have an occupancy permit. Only mortgages are registered on the land plot because the structure itself has not been verified. As a result, there are no records of floors, apartment numbers, or commercial spaces,” Miketić asserts.
He explains that an occupancy permit serves as written confirmation that a building is ready and safe for use, signifying compliance with the construction project and building regulations, verified equipment functionality, and proper connection to the necessary infrastructure.
“Only then does a building become eligible for use. How is it possible that the Belgrade Tower, with its luxury hotel where a room costs nearly €1,000 per night, does not have written proof that it is safe and ready for use? By doing so, investors are endangering the safety of property owners, visitors, and all Belgrade residents,” Miketić emphasizes.
He further states that the tower, lauded as the pride of Belgrade Waterfront, is essentially an illegal billboard where people live and work, jeopardizing their lives and public safety.
Miketić adds that numerous other residential and commercial buildings that are currently occupied and in use have also not been registered in the Real Estate Cadastre.
“This includes land plots 1508/347, 1508/348, 1508/427, and 22646. Belgrade Waterfront must urgently be brought into compliance with the laws of the Republic of Serbia,” Miketić insists.
