Macut: Serbia is working on joining the EU roaming zone and the Roam Like at Home regime

The Prime Minister of Serbia, Prof Dr Đuro Macut, today spoke with the Head of the Mission of Serbia to the EU and the head of the Operational Team for Serbia’s accession to the EU, Danijel Apostolović, representatives of several ministries, as well as representatives of the Regulatory Authority for Electronic Communications and Postal Services (RATEL) and the General Secretariat of the Government, about the activities and documents that need to be prepared and submitted to the European Commission in order for Serbia to join the EU’s free roaming zone.

At the meeting, which was held online, the participants discussed the activities and documents that need to be prepared and sent to the European Commission in order to implement the “Roam Like at Home” regime (EU Roam Like at Home – RLAH), the timetable for the work, and the possibilities for accelerating the process of drafting amendments and supplements to laws, regulations, rulebooks and by-laws, in order to reach the final result as soon as possible – the abolition of roaming charges for citizens of Serbia.

With the aim of full harmonisation with EU legal acts in the field of roaming, a Working Group has been formed to prepare the Draft Law on Amendments and Supplements to the Law on Electronic Communications, a regulation transposing Regulation (EU) 2022/612 of the European Parliament and of the Council on roaming on public mobile communications networks within the Union, accompanying rulebooks and other by-laws, the Government of Serbia announced.

Members of the Working Group responsible for drafting these documents include representatives of the Ministry of Information and Telecommunications, the Ministry of Public Administration and Local Self-Government, the Ministry for European Integration, the Regulatory Authority for Electronic Communications and Postal Services (RATEL), the Republic Secretariat for Legislation, the National Alliance for Local Economic Development and the Foreign Investors Council.

It was also recalled that in October 2025, at the Summit of the leaders of the Berlin Process in London, Macut proposed that Serbia should join the EU’s free roaming zone as soon as possible and that prices should be equalised across Europe, which would represent the best possible message from the European Union to the citizens of Serbia.
