The contract on reconstruction the building that used to be Belgrade’s central railway station was awarded via direct negotiation process instead of by tender, the Insajder investigative journalism portal reported on Wednesday.
The contract was awarded to the consortium formed by the Koto and ALP Engineering companies of Belgrade. The Republic Property Directorate avoided a tender citing urgency because of the weather and purchase of building material. The reconstruction project is worth two million euros. Under the contract which was signed on August 30th, the reconstruction has to be completed by February 5th, 2020.
The decision to negotiate directly with the two companies was published on August 20th, after permission was granted by the Public Procurement Authority.
The consortium made an offer of 239 million Dinars. The Directorate had 334.1 million dinars available for the project. Insajder said the money would be spent on the reconstruction of the building and decorative lighting.
Previously, the Koto Company was also awarded contracts regarding the restoration on the Pobednik statute on Belgrade’s Kalemegdan fortress and tearing down buildings around the old railway station, the construction of a cable car between the fortress and Novi Beograd and the restoration and reconstruction of one of the old fortress gates. Alp Engineering has also done restoration and construction work.
The Belgrade city authorities are planning to transform the old Railway Station building into a cultural facility, Insajder reports, adding that the Belgrade Waterfront Company was given management rights over a number of old buildings in the area, including the station.
