The article 45 of the Law on Contributions towards Mandatory Social Insurance will stop being valid in December 2017. This article stipulates that if employers hire workers, registered with the National Unemployment Office, under certain conditions, they are entitled to a partial refund of their contributions towards mandatory social insurance.

In the words of the Serbian Employers Union, these tax incentives have greatly boosted employment rates, especially in micro, small and medium enterprises. Employers claim that both them and new employees benefit from this measure, and are hoping that the validity of the above mentioned article will be extended beyond December 2017.
“The total number of employers who used these tax incentives is 53, and, owing to this measure, they have employed 809 people. We think this is a great success because we are talking about persons who have been unemployed for more than six months. Most of the tax incentives (86%) were used by micro, small and medium enterprises”, the Serbian Employers Union says.
A director of a big company from South Serbia says that this stimulating measure benefited his company too, and he is hoping that the line ministry will decided for the validity of the article 45 to be extended after December 2017. The Serbian Employers Union also suggests that the entire procedure of approving the tax incentives should be simplified in order for more employers to become eligible for incentives.
