Belgrade Waterfront expands into Novi Beograd with another 500,000 square metres

The Serbian Agency for Spatial Planning and Urbanism has opened a public consultation on the draft amendments and supplements to the Spatial Plan for the Special-Purpose Area (PPPPN) for the Belgrade Waterfront project. The changes mainly concern the expansion of the development towards the Sava riverfront in New Belgrade (Novi Beograd), where towers ranging from 85 to 100 metres in height are planned.

Just ten months after the Serbian Government adopted amendments to the PPPPN for Belgrade Waterfront, under which the area of the Belgrade Fair, the Čukarica branch of the Sava, the former NIS reservoirs, the Topčider River corridor, Terazijska terasa Park, as well as part of the left bank of the Sava in Novi Beograd officially became areas where the luxury development would continue to expand, new amendments to the planning document have now been presented to the public, N1 reports.

Under the PPPPN amendments, which are open for public inspection until August 28 at the offices of the Belgrade Institute of Urban Planning, as well as on the official websites of the institution and the City of Belgrade, the area covered by the Belgrade Waterfront expansion will grow from 330 to 347.22 hectares. The focus of the amendments is Urban Planning Unit 10, namely the left bank of the Sava between the Gazela Bridge and Ada Bridge.

The area is currently occupied by gravel pits and concrete plants and, according to the PPPPN amendments, will be transformed into a new urban zone with residential, commercial and green spaces. As much as 558,000 square metres of residential and commercial space is planned, while the maximum permitted height of future buildings will range from 85 to 100 metres.

According to the plan, around 8,900 people are expected to live in the part of Belgrade Waterfront covered by the expansion. The neighbourhood will therefore also include new public facilities, such as a primary school and a kindergarten along Vladimira Popovića Street, before the entrance ramp to the Gazela Bridge, as well as additional kindergarten facilities within residential blocks and a primary healthcare facility (health centre) near the exit ramp from Gazela towards Sava Centar.

A total of 37.27 hectares will be designated for public green spaces and open areas. Parks are planned along the Sava riverbank, between the Gazela Bridge and the New Railway Bridge (the so-called Hajdin Bridge), as well as underneath the railway corridor. It should be noted that part of this area is already being developed: a park with a Ferris wheel is being built in the area next to the Old Railway Bridge, which is currently being converted into a pedestrian bridge. Its opening has been announced before the start of the international EXPO 2027 exhibition.

The newly planned neighbourhood is also located within the narrow sanitary protection zone of Belgrade’s water-supply sources, while part of the planned development is in the immediate vicinity of the protected Zimovalište malog vranca habitat, a wintering site for the pygmy cormorant.

The plan therefore provides for a 50-metre-wide public green belt around the habitat of this wetland bird, where construction will not be permitted. In certain parts of Urban Planning Unit 10, the maximum permitted building height has therefore also been reduced, while special measures have been prescribed for glass façades and lighting in order to facilitate the movement of pygmy cormorants.

It should be recalled that, shortly after the previous PPPPN amendments were adopted, Belgrade Waterfront announced its expansion into the Belgrade Fair area, namely the construction of the new BW Marina development, whose centrepiece will be a 120-metre-high tower and an opera stage housed in the renovated Hall 1, which is under state protection. The company has announced an architectural competition for Halls 2, 3 and 4.

On August 13, the Serbian Government registered Sava Properties 2026 d.o.o., which is based at the same address as Belgrade Waterfront and has acquired more than 16 hectares of land and most of the halls of the Belgrade Fair. Serbian President Aleksandar Vučić had previously announced that Belgrade Waterfront would purchase the land on which the Fair currently stands.

From 2028, the Belgrade Fair is expected to continue operating in a new complex built in Surčin to host the EXPO 2027 international exhibition.
