Are we closer to a government reshuffle or early elections?

A government reshuffle and snap parliamentary elections are being mentioned as possibilities before the summer, but political analysts believe we are closer to a vote than to the reshuffle.

Analysts also say that a more realistic timeframe for going to the polls is the end of the year rather than late June (on Vidovdan). As they say, the decision will be a strategic one, based primarily on public opinion research, as well as an assessment of the complex situation in the country and abroad.

The possibility of a government reshuffle was already raised at the beginning of the year by Prime Minister Đuro Macut, who at the time did not hide his dissatisfaction with the work of certain ministers, remarking, among other things, that they “only show up on Instagram”. Almost two months later, the Socialist Movement, a coalition partner of the SNS, also called for changes in Nemanjina during consultations with President Aleksandar Vučić, stating that the Government “is not performing well enough and that its reconstruction is necessary”.

Parties that responded to Vučić’s invitation for consultations are not in favour of early elections

As for snap elections before the summer, Vučić mentioned this possibility following the recently held local elections and proposed Vidovdan as a potential date. However, none of the representatives of the five parties he has spoken with so far during consultations support holding elections so quickly, citing the complex domestic and foreign policy situation as the reason.

On the other hand, the PSG has called for elections to be held “as soon as possible at all levels”.

For the record, the student movement has been demanding the calling of snap parliamentary elections since early May last year.

Government reshuffle always possible, but elections more likely?

Predrag Lacmanović, programme director of the Faktor Plus agency, told Blic daily that a government reshuffle is “always possible”.

“The Government is always being tested; there may be changes or a rotation of ministers, but that does not mean we are closer to a reshuffle than to snap elections. I think elections are more likely to be held at the end of the year rather than before the summer, because the situation in the country is very tense, and public opinion research shows that citizens are not particularly eager for elections before the summer,” Lacmanović analysed.

He added that it seems everyone in the country is preparing for elections in the autumn.

“The timing of the elections is more of a strategic decision by the ruling coalition. By the end of the year, the Government might be able to accomplish quite a lot. After the local elections at the end of March, I believe the authorities have the advantage, and it is only a matter of when they will call elections. The situation is complex both globally and domestically, and it is also possible that the assessment is that the student list will decline over time,” Lacmanović said. He added that relations within the anti-regime bloc “are not exactly clear-cut”.

“I am referring both to relations between the student movement and the opposition, and to relations within the student movement itself, which is why support for that movement could decrease over time,” Lacmanović believes.

Vučić: Snap elections could be held as early as 31 May

Vučić stated that, formally and legally, snap parliamentary elections “could be held as early as 31 May”, and that it is also possible for elections to be held at the end of March next year, although in that case they would not be snap elections.

As he said, he had promised citizens snap parliamentary elections, which means they would take place before the end of the year.

“And I will try, as much as possible – unless the whole world collapses on our heads, and as things are going, nothing can be ruled out – to fulfil my promise, as well as many others,” Vučić added.

“I believe it is important to respond to their demand for elections”

He noted that he had invited all parties to consultations to discuss the demands of the student movement for the calling of snap elections.

“They have requested these elections, they are making rapid progress everywhere and are on the verge of taking power, and when people express such longings, desires and aspirations so strongly, I believe it is important to respond to them,” Vučić said, among other things.
