Amendments to the Law on Employment of Foreigners adopted

The Serbian Parliament adopted amendments to the Law on the Employment of Foreigners and the Law on Foreigners, which enables foreign nationals to exercise the right to temporary residence and to work in Serbia via a single procedure, through a single verification procedure related to both the approval of temporary residence and work permit.

Once this procedure is completed and all of the legal requirements are met, a single permit is issued to a foreigner.

Deputies also adopted amendments to the Law on Railways and the Law on the Interoperability of the Railway System, which continue harmonization with the EU acquis, as well as the Law on the Termination of the Law on Special Procedures for the Implementation of Construction and Reconstruction Projects of Line Infrastructure Facilities of Special Importance for Serbia.

Two loan agreements between Serbia and the International Bank for Reconstruction and Development were approved too – a loan for the green growth policy and for the improvement of public finance management for the green transition.

The Loan Agreement for the “Science” Project, signed by the Serbian government and the European Bank for Reconstruction and Development, as well as the Law on the Loan from Banca Intesa AD Belgrade to finance the construction of the Ruma – Šabac – Loznica road, were approved too.

National Parliament has also ratified a loan agreement in the amount of EUR 300 million given to Serbian government by Global Loan Agency Services Limited, the Multilateral Convention for the Implementation of Measures Related to Tax Agreements with the Aim of Preventing Tax Base Erosion and Profit Shifting, as well as the Framework Loan Agreement between the Development Bank of the Council of Europe and Serbia, that will be spent on prisons in Kruševac and Sremska Mitrovica.

Deputies confirmed the Loan Agreement for the Capital Market Development Project between Serbia and the International Bank for Reconstruction and Development, as well as the Framework Loan Agreement LD 1981 ADD 1 (2022) between the Development Bank of the Council of Europe and Serbia – Loan for financing the public health sector, Agreement on amendments and additions related to MIGA Loan agreement in the amount of up to 400 million euros, in connection with the construction of the E-761 motorway, the Pojate – Preljina section, as well as the Law on Serbia taking out a loan from OTP Bank for financing the construction of the Požarevac – Golubac road.
